Seeking help from experts by experience

Hello, I would like the opinion/advice of experts by experience, meaning people who have gone through this themselves! It concerns Dozan, a 14-week-old Old English Bulldog, i have him since he was 9 weeks old. He is a super sweet dog, very obedient, and very trainable indoors. He knows all the basic commands and is almost house-trained, except for one nighttime accident. The problem I am facing is walking and returning home. I have slowly acclimated him to the outside world. For the first two weeks, I practiced getting him used to it in the garden and guided him with a harness on. After that, I took him out of the garden and let him explore the path behind the house. Now we have arrived at a side street; a car or cyclist passes by occasionally, but he doesn't seem to mind. I am convinced that the space (being able to see far) overwhelms him. He starts whining immediately, but he does let himself be lured along when I crouch down to invite him to come to me. As soon as he notices we are turning back, he immediately starts pulling with all his might, becomes mentally blocked, and just wants to go home. I have already searched the internet for answers, but I can't see the wood for the trees anymore. I have tried using treats for good behavior, I have been strict but comforting… I just don't know what to do anymore! One person says this will pass as soon as he starts enjoying walking, another says I need to call in an expert because this will cause serious problems when he is an adult..Is it just me, am I wanting to go too fast? Or am I actually being too cautious?
