puppy won’t listen to commands outside of bedroom?

I have a four month old female Chiweenie (possibly mixed with Jack Russell too?). Shes very smart and is very food motivated, not so much praise or clicker. Not even toy motivated. We have 2 older herding dogs we’re still trying to get comfortable around my puppy and vice versa. One of our herding dogs tore her ACL a year ago or so, and we have had to put up gates at the bottom + top of the stairs. So both our herding dogs reside downstairs most of the time, and my puppy resides up and downstairs 50/50 of the time. So I train my dog a lot in my room upstairs.

But unless she knows I have treats in my hand, she won’t always follow my commands when in other places of the house or in the backyard. I‘m aware it takes consistency and her being mixed with Dachshund supposedly makes her prone to stubbornness? But even then, I don’t know if I should spend more time training her in other places of the house or what.

She’s also less likely to respond to my commands when I don’t have treats. I’d just like to get her to the point where she shouldn’t expect a reward after doing what I ask of her EVERY time. Is that realistic?

I’ve been training her myself since she was 8 weeks if that matters lol
