Frustration on walks

Hi, my dog is 1yo already, recently he was sick and could not have any contact with dogs for 3 weeks, then it started to be dark quickly so we are unable to go on longer walks during the week (pitch black after 5pm and we live in a badly lit place – we walk on fields and there is no lights at all). And because it's dark it's hard to meet with other owners. I take him on long walks on weekends. I try to play with him when we are outdoor, but he gets frustrated easily. When another dog is too close and I don't allow to play, he would jump around and bite the leash, tug it around. He also just does it when I change direction or pull him. Right now I throw treats on the ground when I see another dog so they can pass, but it doesn't really teach him anything. What worked for you? He gets a chew everyday, i put kibble in a blanket so he has to try to get it out, we play with a tug, train tricks etc.
