Puppy won’t do #2. How do I enchourage consistent #2?

He's been very stubborn when it comes to this. He'll do #1 no problem, but hours upon hours after his last meal, you'd think he'd have to do #2, but he usually just wastes my time. He's more interested in eating #2 than doing #2.
