Will They Relax Together?

First time poster, long time lurker. Apologies if this is the wrong flair. Just looking for some advice.

We have 2 puppies (yes, we are insane) a nearly 5 month old cockerspaniel female and a nearly 4 month old corgi male. They have lived together since early October.

They get along well: play together, inside and outside, no food agression no "fighting" unless they are overtired.

We do enforced naps in their separate crates in the day and they are crated at night.

My question is: they don't seem to ever relax or chill when they are up together. No relaxing on the couch or in the dog bed. It's not until we nap them that I can see my corgi is tired and snuggly.

Is this just because they are young? Not enough time together?

I really want to snuggle with my pup and aside from going to a separate room, they can't seem to leave each other alone. Any thoughts?
