Why do dogs circle before lying down?

I've read theories about flattening grass or checking for threats but my dog does it on smooth tile floors in a completely safe house. She'll spin around three times on the kitchen floor before settling down like she's preparing some invisible nest.

Is this pure instinct that serves no function anymore or is there something I'm missing? Does the circling actually do something even on flat surfaces?
