Why are back clips on harnesses so frequently at the base of the harness rather than up higher between the shoulder blades?

We don't have issues with pulling, so prefer back clip to keep the leash out of the way. I had a cheap mesh vest style harness while my puppy was growing and looking to upgrade to a fancy padded harness (eg Ruffwear Front Range, Wilderdog, Fei and Eve, etc) now that she's full grown (20 pounds). A lot of the harnesses I see have just one back clip and I notice the back clip is all the way at the base of the harness, rather than up higher between the shoulder blades. In fact, the only harnesses I see with the back clips up higher are the ones with two back clips. I would think having it up higher would put more even pressure on the sternum if the dog were to pull/bolt, compared to yanking the whole harness back along the spine. In the two clip system I always assumed the one up higher was the default and the lower one was for a second leash if desired, but the harnesses with one clip defaulting to the lower location has me thinking. What am I missing?
