Six months old and going out every two hours?

My puppy is six months old and still needs me to take him out to pee every two hours on the dot. If I don’t he’ll pee in the house. Also, every time I take him out he pees A LOT, even if he hasn’t drank that much water. For context, he is from a shelter so I don’t know his exact age. He can hold it through the night, but is it normal for him to need to pee that much during the day?
