Puppy squats a lot but doesn’t pee.

We are working on house training our puppy who is about 15 weeks old. We’ve had her for 5 weeks. We take her out every 30-60 minutes except if she is sleeping. However, we find that she constantly squats to pee but nothing actually happens. Is that normal? Like, she’ll squat 10 times and only 1 or 2 of those times will she actually urinate.
