puppy dislikes walks?

I can’t really tell if he dislikes it – he has honestly been afraid of EVERYTHING lately. He a 5month old Pomeranian. The first time I took him on a walk he completely froze and didn’t move for a good 10min. We continued to take him on super short walks and after a couple days he finally got the hang of it. He walks perfectly fine now but he whines and grabs onto my leg every 3 seconds. He walks right behind me too and at times it makes me trip. Every time there’s another dog he barks at them and then gets scared and runs away (same with when he sees other people). The other dogs are super friendly and it makes me sad that he is afraid 🙁 My question is is this normal and if so how long did it take for your puppy to overcome it?
