Puppy and not desexed adult kelpie

I have a beautiful natured female cavoodle pup, age 17 weeks. She’s gorgeous and I love her. The issue is my partner’s kelpie, who is not desexed (unsure if this is causing extra aggression?) The kelpie has already bitten puppy (lucky, no damage was done) however each time I visit, I have to keep her on a lead. Each interaction between the kelpie and the pup (even while on the lead) results in growling from the kelpie and in some instances him getting ready to bite (fang display).

My partner says that we need to give it more time, but it’s just exhausting constantly being on watch and keeping her on the lead (it feels cruel). Open to any advice.
