Potty blues for 8 week old Yorkiepoo

I know I shouldn't expect much from an 8 week old puppy especially having picked her up yesterday. I already have a crate and have watched all the videos and read all the things. I have also crate trained pups before albeit its been a long time. I have no balcony or outside area so I am beholden to pee pads inside the apartment until she has completed all of her rounds of vaccinations (I live in an urban area in Portland and it is very heavily trafficked by dog owners). The issue I am having is that I will take her out of the crate and put her right on the pee pad and wait…and wait…and wait. Nothing. Put her back in the crate and wait to try again. Repeat process. nothing. The second I take her back into the living room she pees and poops on the rug or floor. WTH can I do to fix this? The woman I got her from held her constantly and anytime I set her down she just whines and whines to be picked up or just sits at my feet. I know the feeling will be fleeting but the puppy blues are starting to set in. She is also unmotivated by food or treats. Thanks for the help x_x

EDIT: I realize this is dramatic and I need to calm down. I get it. I literally just want whats best for my pup. I am also a perfectionist so I want to make sure there is nothing that I am missing that can make her life better.
