Potty Bell and play pen together

I have 14 week old Shorkie and he is sweetheart. He learned very quick to use bell to indicate when he wants to for pee/potty! The problem is the in order for me to give him access I have to leave his playpen. How to solve this. I want him to sometime roam around free but sometimes in the pen(when I am working).
