Pet insurance: is there any plan that covers TPLO surgery for both legs (no bilateral exclusion)?

I’m in the northeast, currently with PetsBest and they have bilateral exclusion for TPLO surgery, meaning if they cover it for one leg they won’t cover the other leg.

Most dogs will need surgery on the second leg after having it done on one leg, and this costs $7500 in my area so I’m looking for a different plan.

Looked at Lemonade and Trupanion and both also have bilateral exclusions.
