My old dog suddenly started peeing and pooping in the house. Advice please?

My chihuahua pug mix is now around 17/18 years old. Despite that, he still has lots of energy and runs around the house like a puppy half the time. He's in great health. The only thing is, as he's gotten older, it seems he's decided he's no longer potty-trained.

He's always had occasional accidents, but it's gotten so much worse in the last year or so. We are now finding pee and poop around our house multiple times a day. Our routine has always been that he finds us and lets us know when he needs to go outside, and we'll let him out. Also, whenever we got home, in the morning, and at night. Now, he's resistant to going outside most times in the day and has just become comfortable doing his business inside.

I know that as dogs get older, they might lose their ability to hold their bladder so well. Our old dog had that problem as she got older. I really don't think that's what's going on because he's in such good health otherwise, and he's resistant to going outside. I'm pretty sure this is a behavioral issue.

We're feeling lost on what to do. I love him, but we can't keep living like this. It's embarrassing, for one thing. We need solutions. Assuming this is a behavioral problem, what can we do to try and fix this?
