My dog won’t listen when I try to train her

I have a 8 month old mutt, she’s got husky heeler basset hound, Doberman, and collie, the lady I got her from was about 80 and she hoarded dogs and the shelter wanted to put the down so I took one, she isn’t super food motivated and she just won’t listen to me at all, I call her name she won’t come, I tell her to sit she’ll do it on her own terms, and lately she’s been going to the highway almost getting hit, at this point if someone hits her it was natural selection, I’m at a loss with her, she breaks out of the fence and runs a muck, and in a few days I’m brining home my bird dog she’s a purebred Irish setter, how can I train my dog everyone I ask says hit her but knowing my dog she’ll hit me back, (I would t hit my dog) everyone around me just says the same thing but I don’t want to resort to violence with her, she’s a good dog with so much potential but I don’t know why she won’t listen, my other girl is trained to the 9s I’m wondering if my mutt is bored she always tries to herd the kids but she stop short to actually do any farm work, please help me
