My dog is around 14 and starting to do puppy things – is it doggy dementia?

Hi all! My dog that I rescued 13 years ago has recently started acting like a puppy – getting the zoomies, eating paper/tissues, trying to get our food which she’s been trained out of for a decade, chewing sticks again, following me around a lot more than normal. I tried to look it up online and a lot of what i read was “not following commands” but she’s been totally deaf for around a year. If it is dementia, what should i do about it? Is there any help in going to the vet or is it just a spend time together while we can sort of thing?
