My dog gets way too excited when he sees other dogs on walks

I have a 1 year 3 month old dachshund. Most of the time he’s great on walks—no leash blasting, just calm sniffing. The only issue is when we run into other dogs: he gets super excited and wants to play and run around with them.

Any tips to help him stay calmer around other dogs? Right now I’m rewarding him with treats when he’s calm outside.
