LED dog collar (specific want list)

I know there are a bunch of threads already about LED dog collars, but I haven't found one yet that I would consider really good. Here's what I'm looking for… have any of you found one that fits the bill:

  1. Must be fairly bright.
  2. Attaches securely. I've already tried the ones that are a clear plastic tube with friction fits at both ends. They pull apart too easily (dog goes into bushes, comes out without collar).
  3. USB-rechargeable.
  4. The collar material doesn't absorb water and get stinky.
  5. Completely waterproof. I've already tried (and really liked, at first) a few that are a rubbery tube with a string of individual LEDs inside, and you trim it to size, and it has a snap-in clip at one end. These were perfect, until I found that they start to malfunction after a few walks in the rain and puddles. Yes I had the USB port cover completely closed during the walks.
  6. Light must go at least 80-90% of the way around the collar. I've already tried a few of the buckle type, but the buckle and the battery compartment don't light up, so there's a dead spot a few inches long, and when the collar is rotated in a certain way, the lights aren't very noticeable. I once cable-tied two of these together in opposite orientations to eliminate the dead spots, which worked well, but they eventually died because they weren't waterproof.
  7. I don't want the pendant style that hangs from the neck because those aren't visible from behind.
  8. I don't want a light-up harness because they get wet and stinky.
