Is whining normal for an older shelter foster?

I took in a 9 year old lab mix from our local animal shelter to make sure he’d be warm in the storm we’re getting. I’ve had plenty of dogs but never one I didn’t start as a puppy so I feel a little more paranoid about his behaviors! I know the 3, 3, 3 rule—would whining be considered part of the first 3? He settles in his crate fine and doesn’t whine outside, but he whines constantly when in the house.
