How do you handle an unvaccinated puppy younger than 3 months?

If the puppy's not old enough to be vaccinated and his mother never was, ain't it very unsafe to even get a scratch from the pup? What does one do in his situation? Like do you just not touch the puppy? Basically, if I was to adopt a lil puppy from the streets, I would have to get him vaccinated for rabies at 3 months of age, but what about before that? If a puppy is younger than 3 months and his mother has no rabies vaccination, what am i supposed to do? I found like no information on YouTube about such situation but instead saw peeps who adopted pups off the street playing with the pups and letting the pups sort of bite/vhew their hands… So i just don't understand how this works.
