House training a 4 month old puppy?

Looking for advice.

I have adopted a rescued 4 month old shih tzu puppy 8 days ago and it’s been a rollercoaster ever since. This isn’t my first puppy, but I’ve never had such an energetic and lively dog. Shes more terrier than my Yorkshire Terrier is! She doesn’t understand the words “no” or praise, so any sort of training techniques have been unsuccessful so far. This is becoming a big problem when it comes to house training. Since she hasnt had her vaccines yet, so I am trying to teach her to pee and poo on puppy training pads, but all attempts have been unsuccessful. All she wants to do is run around, play, and climb on things. I physically put her on the training pad and repeatedly say “pee”. If, by chance, she does pee, she doesnt realise that it’s because of her peeing in that specific location.

Question is, is she too old to be house trained at 4 months?
