Help with an overly needy dog

Hi I’m looking for advice on how to manage my dog’s needy behaviours. She is very clingy, always wants to be sitting with me or touching me in some way which I don’t have a problem with. My problem is when she is sitting on me, nothing is ever enough. She could be sitting in my lap but will keep nudging my hand or arm or phone every five seconds, wiggling around to get closer, trying to lick my face, trying to steal any food I have, trying to stand on top of me, and just can’t seem to stop needing more and more and more. Nothing I do seems to work. I’ve tried distractions, ignoring her, getting up every time she does this, working her with walking and training, everything. I don’t not want a lap dog that’s not the issue, I just want her to be able to sit on my lap and be satisfied with that not constantly be asking for more attention even when she has my full attention.
