Hi everyone! This is stressing me out a lot and cant seem to get closer to a solution.

My problem

puppy has only gone potty outside 1 out of 10 times i've taken her outside. she goes inside unpredictably. My space is a small studio that ks ONLY carpet.

Context

this is my first time taking care of a puppy. I started fostering her yesterday. I have fostered a dog before but he was already potty trained. I assumed she would be somewhat potty trained, or have some desire to go outside so if i was vigilant I would have few accidents… but no. She looks about 35lbs.

Ive been taking her outside every two hours. 5-15 minutes each. It's to a large, fenced in yard. Ive been keeping her on a leash for safety reasons. I'll consider off-leash soon.

Frustrations

I'm really frustrated with this because if I don't notice her going potty inside, it'll damage the floors and make my entire space smell like poop / urine! Ugh.

If i can't figure this out soon I'll have to take her back to the adoption place before her first adoption event. I'm very ashamed I might have to do this. I think I got too far over my head thinking I could handle a puppy.

I dont mind if she naturally has accidents if im inconsistent or not taking her out enough… but im trying my best right now! Shes not giving me any cues she has to go until she squats. Its like she refuses to go potty outside.

Today's Timeline

7:00 am – took potty (peed after 15 minutes). rewarded with praise then treat inside.

8:00 am – chilled out in bed

9:00 am – breakfast

9:10 am – was getting ready to take her out and she pooped inside

Until 10 am – crated while I cleaned up the poop

10:00 am – bathed her

10:30 am – crated while i showered

12:00 pm – outside 15 min, did not go potty

12:30 pm – training

1:00 pm – outside 15 min, did not go potty

Until 1:25 pm – immediately crated

1:30 pm – outside 5 min, did not go potty

1:31 pm – as soon as we went inside, she peed inside

1:32 pm – i immediately put her on a 20' line outside while i cleaned up the pee. I was hoping she'd go potty. She did not go potty.

2:00 pm – crated again with filled kong
