flying with a dog from italy

Hi!

I am flying to EU next month and my uncle from Spain asked me if I can take his dog home to the Philippines. My return flight to the Philippines is from Rome, Italy but the dog is from Spain. He said he can do all the requirements from Spain (EU Pet passport, Vet Certificates, etc.)

I've read somewhere that if exporting a dog from I will need a Azienda Sanitaria Locale Export Certificate but I also read that this is issued to citizens and residents only. The dog is not registered with Italy…Do I still need to secure an ASL certificate for my flight?
