Excessive barking and inhaling food

So my puppy, Puppy barks at everything on walks, literally everything and everyone. I Don't know how to get him to stop. I know I'm suppose to ignore it and the reward him when he stops, but he seriously loses his mind to the point where I am just picking him up and comforting him, which now I feel like he is doing it now for that attention.

Also, anytime I feed him he inhales his food. I have tried the slow eater bowls and he will literally pick it up and turn it over, and when I scoled him he isn't listening because well he is inhaling the food now on the ground. 😩

Any advice will be appreciated, and any suggestions without having to put alpt of cost into would be great also, seeing as I am currently homeless.
