My dog has done this for years. He whines incessantly. We have taken him to the doctor, put him on anxiety medication that he has refused to take, and tried to train him to stop whining/help with whining. He isn't in any pain, he has all his needs met, he has companionship and enrichment. Yet, he still whines incessantly. He has gotten to the point where he bites and snaps at things. My family doesn't know what to do.
