dog keeps holding his bladder

i’m not sure if this is the correct flair to use, but i’m kind of at a loss right now and want to know if anyone has advice, or if this has happened to anyone else

i am gone from my house for about 9-10 hours for work, so i leave my dog out of his crate. he doesn’t destroy anything, he is very well behaved, but he does not potty on his puppy pads, and i have no idea why. no matter how badly he has to go, he just won’t. he will poop on them, but he won’t pee on them.

when i come home he barely makes it to the door before he releases all he’s been holding all day right on the kitchen floor. i’ve tried changing the puppy pad brand to see if maybe a different texture or something would do it (and even got ones with attractants) and i am just at a loss right now bc nothing seems to be working.
