Do all dogs need training?

I have a Belgian Shepherd mix puppy about 7 months old. I don't exactly have time or knowledge to train him and even when I do try to set boundaries my parents keep breaking them because they don't listen.

My mom says he doesn't need training. that he's just a puppy and will grow out of it (it as in pulling on walks – to the point of tripping someone, eating trash, stealing clothes and other stuff, eating poop, whining when someone's eating, jumping on people and biting)

He bites my hands more and more lately, he usually listens when I say sit but sometimes he doesn't and instead start whining and barking then lunges on me, he doesn't know commands such as leave it or heel, only come, sit and stay, he barely listens to stay, only when he wants to.

My mom refuses to discipline him in any way and guilt trips me when I lock him out of my room saying he misses me (no he misses eating my stuff) and says to just "not let him bite you".
