Can someone please help me explain to my roommate he’s not ready

My roommate all of a sudden told me in three days he wants to go buy a mini Australian Shepherd. For context he works Monday through Friday, leaves the house at 7am and come homes at 7pm. As much as a I love dogs I don’t want any responsibility for a dog that’s why I have cat. Which also concerns me because I don’t know how this dog is going to react with my cat, and I care a lot about my cat and her having a space and not being scared or bothered. So when asking him how he plans on taking care of this dog his response to me is he’s going to take the dog to work with him a couple of days a week, his commute is almost two hours at times and we are talking about a puppy here. Is it not going to want to be in a car? Now as much as he tells me his office is going to allow a puppy to be there I don’t believe it one second, he’s being unrealistic and delusional. On days he can’t take the dog to work he will put in doggy daycare, as a puppy is that not unfair treatment? Since I had told him I don’t want any responsibility for the dog, he said he would confide it to his room on days he can’t be here. How crazy is that? It’s not fair to the dog and it’s going to bark who knows, and when I’m home I’m not going to neglect the dog so bam it becomes my responsibility and he’s NOT understanding. He’s saying I’m too dramatic and I’m over thinking everything when he’s drastically under thinking everything. Didn’t read above the breed. How hyper they are. Doesn’t want to crate train. I feel like I’m going crazy relating to explain to him that it’s a bad idea. He thinks wherever he goes the dog is going to come with him?? The store ?? Work?? It’s unrealistic!!!
