Can I Take Them?

I am living with two small male dogs (unsure of breed). They are confined to a back utility room where hardly anyone checks on them. They have a flea problem that is out of control, they have never been to a vet, and I am practically the only one who looks after them or even remotely seems to care about their overall well-being. I am planning on moving in a few months. Can I take them? They have never been to a vet and are not chipped, so there is no legal tie to the original owners. If not, what am I supposed to do? I can't continue to watch them suffer like this. They deserve better.
