Best way to clean dog’s teeth when he’s resistant

My dog is genetically prone to tartar buildup and we just spent a lot for a dental cleaning under anesthesia. Vet says that he may need this annually so we want to find a way to reduce tartar buildup and the need for costly cleaning and anesthesia,
