9 week Australian shepherd puppy herding me, drawing blood

The last couple days my 9 week puppy starts to herd me at the end of his potty break/ “walk” to go back into the grass to play. It’s either herding or just he wants to play – either way, it’s him play snarling, biting my ankles and legs, drawing blood, pulling my shoelaces, ripping my pants, and if I say “no”, yelp, and turn around to ignore it to convey I don’t like it, he bites my calves, and he draws blood, and I have a natural reaction of yelping and picking my feet up, and he thinks I’m playing because I’m kind of dancing around to avoid him out of pain.

I tried bringing a toy out for him to bite instead, and he jumps up and bites into my arm / sleeve instead because he thinks I’m the toy and prefers me over his other toys in these moments. I end up pulling the leash as far from me as possible while I avoid his snapping jaws, and don’t want this to cause him to be leash reactive. I tell him “NO” and “SIT” in these moments, but it takes him awhile to break out of the frenzy. I try my best to exercise him lots indoors with his toys and mental stimulation – crate games, training, etc. He’s very smart. How do I redirect him in these frenzied moments of his? I understand he will herd and that’s fine – I will get him a herding ball and stuff – but he’s not fully vaccinated yet to go frolick outside a lot. I want to redirect him away from drawing blood from people.
