Took my puppy for her first public walk and not good

So my Cavapoo puppy is 13 weeks and we took her for a walk in the park . It was very busy with other dogs and people . She was really scared so we carried her . Also she would not walk on the leash . Any tips on how to make it better? Maybe slowly introduce socialising
