Potty training puppy

I recently got a 3-month-old puppy and need advice on potty training. Every time I take him outside he won’t use the bathroom he just walks around and cries, I usually try to stay outside for an hour but he still won't use the bathroom but as soon as we come inside he'll use the bathroom on the floor I have puppy pads that I put down while I'm at work but he still uses the floor instead of the pads any advice on what I can do?
