My puppy won’t go potty outside

So I just adopted a 3 month old puppy she the cutest thing ever and I’m obsessed with her but I just can’t get her to pee outside! (Im referring to my backyard when I say outside) So I’ve been crate training her since the day I got her, I’ll take her straight to the backyard to go potty as soon as she wakes up or starts whining in the crate, but she won’t go potty for the first few days she would sniff around and explore for maybe 3 minutes before coming to stand right next to me and continue to whine until I eventually take her back inside. So I thought maybe I was the problem I was distracting her from peeing so I tried a few times to let her in the backyard by herself (making sure everything is safe of course) while I watched her through our cameras the whole time, but now she wasn’t even going to explore she just stands by the sliding door whining until I let her back inside. And I don’t think it’s a bladder problem or anything like that because sometimes right after I let her in she’ll come and pee somewhere on the house like less than 5 minutes after being outside. I’m not sure what else to do, I’ve also tried bringing her outside with a harness and leash, limiting distractions as much as possible, having other people take her outside, and leaving her outside for longer and shorter periods of time. I’m open to any advice or suggestions anyone might have, thanks in advance!!
