New Puppy Help (Potty and Playpen)

Hello! Me and my parents just adopted a new puppy! hes 9 weeks and a mini bernedoodle. hes adorable, but hes our first dog and we need some help.

we are crate training him and using a playpen in the living room. he loves his crate and constantly goes in unprompted. one big problem is hates going to the bathroom outside and constantly goes in his playpen and on the floor everywhere. we use an enzyme spray and we reward him with cheerios when he goes outside, but we take him out at least every hour and he will come straight inside and pee in the pen almost instantly. we took him outside for about five minutes earlier today and the second we brought him inside. He started peeing on the floor, so we picked him up and quickly brought him outside, and he would not pee outside. Once we brought him in, he fully continued to pee on the floor. we just dont know what to do.

he also wimpers whenever we leave the pen even when he doesnt want to play. like we come in and he goes to his crate immediately. he also has problems with eating all his food. we cant seem to teach him any tricks or his name yet either.
