Rescue dog refuses to come inside – advice needed

My newly adopted large dog refuses to come back in the house after potty breaks. So far, I have tried: – High value treats – worked only the first few times and no luck since then – praise – not motivating – toys/play – does not know how to play or engage with toys, not sure how to engage with humans

Unfortunately I can’t be outside with him 24/7 and he can’t be outside unattended. I don’t want to drag him into the house or carry him in because I worry it will make him dislike being picked up.
