How long is too long to still be potty training?

I got my lab pup two months ago. He’s about five months now and wears male diapers when he’s out of the crate but doesn’t pee in them. If I don’t put it on, he tends to pee on my floor. What gives? I tried the bell but he only rings it when im getting my shoes on or when I tell him to ring his bell. He won’t ring it if he needs to go potty.
