Extreme Counter Surfing Everywhere for Everything all the Time

Ok. I know there are a lot of posts here on the subject, but it seems like they mostly focus on dogs counter surfing for food. Our 6 month old Aussie/Pyr (who has RANGE) doesn’t care what it is. If it’s on a horizontal surface, she wants it. Bags, papers, decor, water bottles and of course food when there’s food. She gets in the counters, tables, desks, bookshelves – anything horizontal she can lay her paws on so it’s hard to train her in one location (like the kitchen) or during certain activities (like cooking).

We’ve been primarily focusing on telling her ‘off’ when she does this, but half the time she just ignores us until we get up to physically remove her paws from the surface.

What’s our best option here? Thanks!
