Is my puppy sleeping too much?

14 week golden retriever puppy waking up at 4:30am everyday. What can I do to get him to sleep until 5-6am?

If he goes to bed around 9-930pm. He wakes up at 4-4:30.

If he goes to bed between 10-11pm. He wakes up at 4-4:30.

Naps: he generally sleeps 2-4 hours for each nap, following the 1 up 2 down method.
