Basset Hound Smell question.

Hi folks, I own a male basset hound and live in an apartment. I keep getting complaints and looks of disgust whenever i take my hound in the elevator to take him out. They all complain about his odor. Even when i wash my dog, they still complain of his smell. I changed his harness because that was starting to have an odor but it didn't help and after a while the new harness is starting to smell a bit. I obviously cant tell as much since I live with my boy, and the only smell i can sense is from his breath.

The only logical thing i think of is if its because of his teeth/breath that's causing him to give off that dog smell in the elevator? Or is just natural for hounds to smell. It's getting quite annoying and offensive seeing people hold their noses right in front of me when taking the elevator only 3 floors down. I've struggled to brush his teeth since he was a pup. He is now 5. I'm planning to take him to a dentist to get his plaque cleaned off since I've never had any luck brushing his teeth ever. Any advice would be great. Thanks.
