Stop dog from laying on porch steps

We have a doggy door that leads to a step to the back yard. Our husky keeps laying on it when their is another step five feet away that is exactly the same and keeps blocking the doggy door for our other dogs.

I need something that is big enough to stop him from laying on it but also that the other dogs and people can get out, it need to be able to be screwed into the wooden porch.
