How do I deal with street dogs while walking my dogs?

I've been struggling walking my dogs around town because in every corner there's a street/outside dog that starts barking, lunching, and following us for a while. It's very hard to walk them around because I have to take a lot of round abouts to avoid them as much as I can but there are like 3 Street/outside dogs in every block. What can I do to better protect us against all the street dogs? is there a way to make them go away?
