Is it normal for my 7 month old rescue to still play bite?

My dog bites me, and pretty hard, whenever he wants attention. I have only had him for like a week and a half, and this started a few days after I got him. He is so sweet, loves people and other dogs and I dont see this as an anger or temperment issue, more playful or attention seeking, but I have seen some things saying 7 months is too old for this behavior. His tail is always wagging when he does, but it makes it really hard to love on him at all now because a lot of the time it turns to biting fairly quickly. I am worried its because I crate train him when I am at work or school. I want to get to a point where I can lay with him and love on him but it is so hard right now because he just always wants to play. He also recently got neutered and I havent really been able to let him run or play at the dog park so I think it could also just be pent up energy he doesnt know how to get out? But please, any advice or tips would be so so amazing, thank yall.
