puppy potty problems !!

hello!! we have a min dachshund puppy, almost 13 weeks. we have had her for two weeks.

i am looking for creative solutions to potty training as the breed is stubborn and i did get a great kenneling idea on here that had her sleeping happily in her kennel in only a few days!

essentially, the farm that we got her from had a doggy door, so she was always able to go outside when needed. however, we have cats who we are not comfortable with being outside (immunocompromised) and some holes in the yard that need to be addressed. we cannot have a doggy door right now.

she sleeps through the night, so nighttime pottying is not a problem.

for extra variables, she does have two adult pyrenees siblings who go potty outside normally, they go out morning and night and also throughout the day. they can hold it when we are gone. they like to lounge and play outside. though one of them has the last couple days started peeing inside, we think he is upset about the puppy but we are going to bring him to the vet to be sure.

when puppy first arrived, we tried a more laid back schedule, but that was silly, as she is a puppy. she tends to go on the rugs. we switched to a more strict 2 hour schedule as 30 minutes is not feasible for us at this time. it did help some, and she does not usually have accidents in her playpen, as she recognizes it as her area. but she gets distracted easily outside and doesn’t like to poop outside.

i did suggest we remove the rugs for the time being but i don’t think it’s going to happen. lol.

any suggestions are much appreciated!!

edit: we did consider a grass patch in the garage as designated potty area so that she may get less distracted. (esp because it is getting colder out) and then playtime in the yard. (with winter gear) i am worried about the transition if she gets used to a patch in the garage though? does anyone have experience with something similar?
