Puppy Socialization Class

I started what I thought was puppy socialization class but it is actually a puppy manners class so there isn’t really socialization but is training. My puppy is 14 weeks and is a Kerry Blue Terrier and we have gone to class three times. He is a tugging, barking mess, which makes me worried he will be reactive in the future. I have finally moved my chair back from the class and I feed treats for looking at me and sitting calmly. It’s a nonstop treat feeding event, because he is pretty good at looking at me, but as soon as he turns his head, he is pulling and lunging. It’s not what I thought we were going to do. I’m staying because the training is important but unsure what I should be doing with him, in class, on a leash, while we are learning. He isn’t going to sit calmly with other dogs in the area.
