I’m going to cry – my puppy won’t potty outside

I’ve sat beside him all evening and waited for him to assume the position to immediately scoop him up and take him out. It happened and i brought him out but it’s pouring rain and he won’t go. I brought him back in and he immediately tries to potty so I bring him out again and we stand in the pouring rain for 45 min and he won’t go!! I bring him in and he immediately tries to potty and now we are back in the rain and he won’t go. Idk what to do we are drenched and I’m exhausted and sick, and it’s supposed to rain the next 8 of 10 days 😭
