Dog stressed with recent move

Hi Everyone,

We recently moved into an apartment with our 2 dogs. A little background, we use to live in a house with a yard that they can run around and it was rather quiet most of the time. Since living in the apartment, dog 1 seems to be adjusting just fine, while our other one seems to be anxious since moving in. It’s been 3 months into living at our apartment but her anxiety just get worst, is there anything that my husband and I can do to help alleviate some of this stress? We take them on walks almost daily (weather dependent) and try to do some enrichment toys but nothing seems to alleviate dog 2. Even during the walks, dog 2 is reactive towards other dogs and stressed during the walk. Any advice is greatly appreciated, thank you so much!
