New dog keeps stopping to give me hugs on walks

So I just adopted a ~1yo lab from the shelter. She’s a bit timid but otherwise seems to be settling in great. She’s not hiding, making messes, or chewing anything. Almost every time we’ve gone out on a walk she will at some point whimper and jump up to give me a hug. I’ve been taking that as her way of asking for reassurance/asking to go back home depending on how persistent it is but I’m not sure. Other than that there’s no issues with walking. There’s always slack on the leash unless she gets really into a scent trail or people/cars go by. She’s not reactive though just seems leery of them and stops to watch.
